[Event Report] EXPO 2025 Thematic Project “Resonance of Life” PHSSR Summit 2025 “Co-designing Stronger Health Systems – Transforming Care for All” (June 30, 2025)

Health and Global Policy Institute (HGPI) collaborated as the Japanese secretariat of the Partnership for Health System Sustainability and Resilience (PHSSR) at the PHSSR Summit 2025, held on 30 June 2025 at the Osaka, Kansai Expo, with the theme ‘Co-creating Stronger Health Systems -Transformative Care for All.’ Moreover, Mr. Ryoji Noritake, Chair of HGPI, moderated the session titled ‘Part 1: Early Action on NCDs.’

The COVID-19 pandemic exposed the frailties of health systems worldwide, highlighting the urgent need to develop healthcare systems that are sustainable, durable and resilient. In response to this global challenge, the Partnership for Health System Sustainability and Resilience (PHSSR) was launched in 2020 by the World Economic Forum (WEF) and the London School of Economics and Political Science (LSE), in collaboration with global partners. PHSSR conducts its activities through analyses based on seven core domains—governance, financing, healthcare workforce, service delivery, medical products and technologies, population health, and environment. These domains serve as a framework to identify the strengths, weaknesses, opportunities, and challenges of health systems in different countries, and for developing actionable, evidence-based recommendations.

PHSSR has entered a new phase with the full-scale launch of its “Policy Roadmaps”. The initial focus of this phase is on “acting early on non-communicable diseases (NCDs),” with the aim of presenting evidence-based, actionable policy recommendations and measurable national targets tailored for implementation across participating countries.
This phase places a strategic focus on early action (“Acting Early”) to counter leading causes of death globally, such as cancer, cardiovascular diseases, diabetes, chronic respiratory conditions, and kidney disease. It aims to offer actionable, measurable policy recommendations that can be implemented across countries.

This Summit provided a valuable opportunity to advance discussions on two key global health priorities, namely early intervention for non-communicable diseases (NCDs) and the promotion of healthcare digital transformation (DX). These priorities are also central to Japan’s efforts to redesign its health system in response to a super-aging society. Policymakers, experts, and stakeholders from Japan and around the world came together to explore the future of healthcare systems through diverse perspectives. The event also served as a platform to present critical interim outcomes from the new phase of the PHSSR “Policy Roadmaps” initiative.
